On February 3, the comprehensive group of the joint prevention and control mechanism of the State Council issued the Notice on the Comprehensive Restoration of Personnel Exchanges between the Mainland and Hong Kong and Macao.
From 0:00 on February 6, the exchanges between the mainland and Hong Kong and Macao were fully resumed. Cancel the scheduled customs clearance through the land port of Guangdong and Hong Kong, and do not set the quota of customs clearance personnel.
1. Full resumption of personnel exchanges between the mainland and Hong Kong and Macao
Cancel the scheduled customs clearance through the land port of Guangdong and Hong Kong, and do not set the quota of customs clearance personnel. Restore the business activities of group tourism between mainland residents and Hong Kong and Macao.
2. Remote detection
If a person from Hong Kong or Macao has no history of living in foreign countries or other overseas regions within 7 days, he or she is not required to enter the country with a negative nucleic acid test result of COVID-19 infection before traveling;
If there is a history of living in a foreign country or other overseas regions within 7 days, the government of Hong Kong and Macao Special Administrative Region shall check the negative certificate of nucleic acid test for COVID-19 infection 48 hours before the trip, and those who are negative will be released into the mainland (infants aged 3 years and below can be exempted from nucleic acid test).
The cross-border passenger transport carrier informs passengers of the above nucleic acid detection requirements when selling tickets.
3. Entry quarantine
After arriving at the port, the entry personnel from Hong Kong and Macao shall complete the necessary customs clearance procedures with the health declaration code of the customs.
Those with normal health declaration and normal routine quarantine at the customs port can be released into the public. People with abnormal health declaration or fever and other symptoms shall be tested by the customs.
If the test result is positive, the person shall be isolated at home or residence or be treated as required after entering the country. If the result is negative, the customs shall carry out routine quarantine in accordance with the Frontier Health and Quarantine Law of the People's Republic of China and other laws and regulations. Observe the requirements for epidemic prevention and control of the territory after entry.
4. Port operation
In order to ensure the safety, order and smoothness of customs clearance and cross-border passenger transport, and further improve the experience of personnel exchanges, the port inspection department and the cross-border passenger transport carrier should strengthen the organization, coordination and dynamic scheduling, so that the ports adjacent to Hong Kong and Macao on the mainland should be fully opened, the customs facilitation measures should be fully implemented, and the cross-border direct road passenger transport between the mainland and Hong Kong and Macao and the railway, waterway and air passenger transport capacity should be fully used.
